The base (XAML Markup Extensions) is prepared but some rework is still needed for the LocExtension. Generally it should be possible in the future.

Work is in progress now - finally :-).

It is already working basically - although not showing the correct results during design-time and also having some problems with several target types that will be fixed soon. The current beta is available from my GIT fork on:
